That wait ended in December 2025, and the implications for how DIB organizations work with sensitive data are significant.

A compliance officer can use Copilot in Excel to analyze security control implementation across multiple systems. A program manager can summarize a long email thread in Outlook before a deadline review. All of this happens within the same compliance boundary that protects CUI.

The distinction matters because many defense contractors already use Microsoft 365 government cloud services for email, file storage, and collaboration. Adding Copilot brings AI-powered productivity into that same protected environment without creating new data flows that could violate contractual requirements.

Web grounding is off by default. In commercial environments, Copilot can pull information from the internet via Bing to improve response quality. In GCC High, this feature ships disabled. The reason is straightforward: allowing Copilot to query external services could expose sensitive prompts or internal context outside the compliance boundary. Administrators can choose to enable it, but the default posture prevents unintentional data leakage.

With web grounding disabled, Copilot's responses rely on the organization's Microsoft 365 data (emails, documents, calendar, chat) and the knowledge baked into the underlying language model. That means responses may reflect the model's training cutoff rather than current events. For most defense contractor workflows, where the relevant data lives inside the organization's own tenant, this tradeoff is acceptable and even preferable from a security standpoint.

Feature availability follows a different timeline. GCC High customers received initial Copilot capabilities in December 2025, with Wave 2 features expected in the first half of 2026. Wave 2 is expected to bring expanded model access, image generation, a code interpreter for data analysis, and research agent capabilities. All Wave 2 features will be tailored to meet the security and data residency requirements of GCC High.

Contractors are also prohibited from using such AI on DoD contracts. This is one of the first explicit bans on specific AI products in defense contracting.

CMMC enforcement is expanding in parallel. The CMMC 2.0 final rule became effective in November 2025, with Phase 2 requiring third-party C3PAO certification for Level 2 compliance beginning in November 2026. The Pentagon published its Zero Trust Implementation Guidelines in January 2026, and an updated Zero Trust Strategy 2.0 was expected around March 2026.

Zero trust AI is not a separate concept from the broader zero trust mandate. It applies the same "never trust, always verify" principles to AI interactions:

Copilot Government: What Is Available Today and What Is Coming

As of early 2026, Copilot government features available in GCC High include:

Copilot in Microsoft 365 apps (Word, Excel, PowerPoint, Outlook, and Teams), enabling users to draft documents, analyze data, create presentations, and manage email within the compliance boundary. Copilot Chat with the ability to reason over uploaded files and organizational data. Centralized administrative controls for managing Copilot policies, features, and data access.

The Wave 2 rollout for GCC High is expected to include access to newer model versions, image generation capabilities with built-in compliance controls, a code interpreter for secure data analysis, a researcher agent for synthesizing insights from organizational content, and Microsoft 365 Copilot connectors for integrating third-party data sources.

One notable gap: Security Copilot (the product focused on security operations, not the productivity AI) is not currently available for GCC High customers. Microsoft has stated that Security Copilot is not designed for use by customers using U.S. government clouds. This may change, but it is a limitation defense contractors should be aware of when planning their AI adoption roadmap.

Preparing Your Environment for Copilot for Defense

Turning on Copilot in a GCC High tenant is not a flip-the-switch operation. Organizations that prepare their environment before enabling Copilot see smoother deployments and fewer surprises.

Step 1: Audit your permissions model. Copilot surfaces information based on existing Microsoft 365 permissions. If your SharePoint sites, Teams channels, and OneDrive folders have overly broad access, Copilot will expose that. Many organizations discover their environment has been operating with excessive sharing, and Copilot makes this immediately visible. Fix your permissions before you enable AI, not after.

What the FY 2026 NDAA Means for AI-Using Defense Contractors

The National Defense Authorization Act for Fiscal Year 2026 introduced provisions that will shape how defense contractors use AI for years to come.

The legislation directs the DoD to build a comprehensive security framework for AI/ML technologies acquired by the Pentagon. Contractors developing, deploying, storing, or hosting AI for the DoD will eventually need to comply with this framework, which will be incorporated into both DFARS regulations and the CMMC program.

Think of this as "CMMC for AI." Just as CMMC established cybersecurity maturity requirements for handling CUI, the new framework will establish security requirements specifically tailored to AI systems. The DoD must balance the benefits of imposing security requirements against the costs of slowing AI development and deployment, and must provide a status update to Congress by June 2026.

You are already operating within a FedRAMP High authorized environment with documented security controls, audit logging, and data protection policies. When the AI security framework arrives, organizations on GCC High will have an easier path to compliance than those using commercial cloud AI tools that were never designed for regulated environments.
